Ginnie Mae Information Technology Program Management Support Office

SCOPE OF WORK

To develop a Program Management Support Office (PMO) for an organization with over $2.5 trillion in outstanding mortgage backed securities (MBS), managing all Ginnie Mae enterprise efforts (projects, reviews, audits, etc.) to make sure that all projects are on time, on scope, on quality and on contract.

DESCRIPTION OF PRODUCTS AND SERVICES PROVIDED TO CUSTOMER

A Program Management Office (PMO) was established within Ginnie Mae to manage all IT projects across each business unit from the top down, supporting generation of over $30 Billion in mortgage backed securities in one month.
The PMO worked with Ginnie Mae's IT organization to resolve all technology and governance compliance issues with GAO, HUD, OIG, OMB and Ginnie Mae's independent financial auditor. Quality processes were defined according to standards such as ISO, PMI and CMMI.
A "Portfolio Dashboard" was created to show predictive indicators on scope, schedule, cost, and risk, which drill down into specific project issues with recommendations to ensure correction.

OUTCOME/VALUE/BENEFIT TO CUSTOMER

Since the business function of Ginnie Mae is about managing risk in the housing market, the above mentioned services benefited Ginnie Mae to better understand its IT risks and manage those risks and interdependencies, and senior officials get true decision and predictive analysis tools allowing them to manage their strategy. By delivering this support, Ginnie Mae is able to scale its MBS guarantee systems, and continue its support to the U.S. housing recovery.
