SeaPort Enhanced Contract Details
Naval Sea Systems Command (NAVSEA) has awarded Enlightened, Inc. an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for a wide range of Engineering, Technical, and Programmatic Services and Solutions. Enlightened, Inc. in response to task orders issued under this contract by the Naval Sea Systems Command, Naval Air Systems Command, Space and Naval Warfare Systems Command, Naval Supply Systems Command, Military Sealift Command, Naval Facilities Command, Strategic Systems Programs, Office of Naval Research, DTRA, and the United States Marine Corps, will provide services that potentially span the entire spectrum of mission areas supported by the activities and technical capabilities that comprise the various ordering offices, as well as provide professional support services to the overall Navy, DTRA, and Marine Corps organizations. Services within the functional areas may be performed under this contract for new product areas, programs, or missions, which are assigned to these activities during the life of the contract. Additionally, activities may provide limited support under this contract to other Department of Defense (DoD), non-DoD, or Joint agencies for work that is integrally related to product areas and mission.

Enlightened's Quality Assurance Program
Quality management of project activities is a central component of the Enlightened's efforts. We employ oversight techniques on all of our work in accordance with industry best practices. For the Enlightened Seaport-e team, quality begins during the orientation and planning stages of our work, and continues throughout execution, reporting, and follow-up. The Enlightened Seaport-e team administers the quality assurance of a project across the following elements: management satisfaction, project structure/approach, planning/tracking, quality planning, risk management, issue management, change management, financial control, communications, and reporting. We evaluate these elements as to capability and effectiveness. Based on the evaluation, each element is charted to present an overall picture of quality. Figure 3 summarizes Enlightened Seaport-e team's quality assurance process. Quality assurance is the responsibility of all members of the Enlightened Seaport-e team. Enlightened Seaport-e team takes pride in our emphasis on quality. We understand that quality is an outcome that must be planned; therefore, controls must be in place to ensure that quality is woven into our work products from the beginning of each task. Quality control and monitoring is critical to effective project performance and will be included in our approach to each Navy task. The Enlightened's Team Quality Control Plan will be "living" document that will evolve and be enhanced during the contract period as we identify additional or improved quality control methods and measures. The PM and TOPM will provide management and oversight tasks to maintain a sustained level of these high-quality services, assess internal quality control procedures for project performance, define priorities, and provide regular reviews and inspection. For each performance deliverable and task, Enlightened Seaport-e team will provide the following:
- Primary inspector—the person responsible for monitoring a task;
- Inspection system—procedures used to monitor tasks;
- Frequency of inspection—how often the tasks will be monitored; and
- Identification, analysis, and corrective action for deficiencies—how errors and deficiencies will be corrected and prevented in the future.
Regarding techniques to ensure quality and on-time delivery, the Enlightened Seaport-e team's approach to project coordination and control has, its foundation in Earned Value Management (EVM) methodology. Our EVM methodology combines scope, cost, and schedule patterns, to enable the PM to make an accurate determination of the true status of each TO.
